H.E. Abdullah Sultan bin Awad Al Nuaimi, UAE Minister of Justice, announced the adoption and signing of the “Abu Dhabi Declaration” (a Roadmap for Addressing Crime in the 21st Century) as a key document and strategic reference. The declaration was adopted and signed by representatives of 97 countries and 32 ministers during the opening session of the 15th United Nations Congress on Crime Prevention and Criminal Justice, held at ADNEC from September 26 to October 1, 2026.
 

The declaration represents a five-year international roadmap for cooperation in strengthening justice, upholding the rule of law, and addressing cybercrime and organized crime in the digital age.
 

The declaration comprises 18 articles and 67 initiatives aimed at translating international consensus into practical policies, commitments, and partnerships.
